Developed Closure-by-Removal risk transfer cost proposal and work plan for Risk Transfer Developer
Client required guaranteed fixed price to close Five CCR Impoundments, One FGD Landfill, coal yard, coal runoff pond, and Existing CCR Landfill.
Site required Impoundment water and stormwater discharge under existing Sitewide NPDES permit for the Power Station and Impoundments, and a separate NPDES combined leachate and stormwater discharges permit for the CCR Landfill.
Developed plan for two new Abandoned Mine Land (AML) Reclamation Sites to follow existing AML Reclamation sites in collaboration with State agencies and the Ohio State University, Columbus, Ohio
Results:
Provided client fixed-price Turnkey proposal to complete the following:
Mobilization and Turnkey Project Management
Site preparation and installation of stormwater and erosion control measures
Dewatering and regrading of CCR ponds
Treatment and discharge of CCR Impoundment water
Remove 8MM cubic yards of fly ash, bottom ash, and flue gas desulfurization (FGD) CCRs.
Transfer removed CCRs into onsite CCR Landfill and for onsite AML reclamation sites.
Installation of 1.7MM square feet of landfill composite cap liner system.
Engineering services including CQA/CQC and Completion Certifications, permitting, surveying
Annual monitoring, engineering inspections, and CCR Rule reporting
Client was awarded the contract to purchase, decommission and redevelop the project in June 2020
Benefits:
Developed and provided a highly cost-competitive proposal to allow the Confidential Developer to be selected for the Environmental Risk Transfer contract for the decommissioning and redevelopment of this former coal fired power plant in Central Ohio.
Provided cost certainty for turnkey project management, engineering and construction to close ash ponds, FGD landfill, CCR landfill and AML reclamation sites.
Onsite AML reclamation sites enabled client to avoid more than $20MM in costs compared to disposal into additional new landfill development.
